b6 loss of power and barely any turbo !!

Hey guys and gals,
Not sure what the problem is exactly yet but its deffinately turbo related !
A few weeks ago after coming off holiday I took the car out as I hadn't driven it in a week, and straight away noticed a high pitched faint whine when accelerating, and increased flat spots through 1st and second where the turbo wouldnt kick in till much higher on the revs than previously. Immediately I thought the turbo was going, so booked the MOT with the Epb caliper to change (already a problem for months). Then just tonight after a few weeks of the car being fine, driving up a hill I suddenly started loosing power on the motorway ! I ended up doing 40 with my foot to the floor in third ! I was near my house anyway so pressed on until I got home, but there was no smoke, no warning light, no clunking or grinding noises just basically no compression from the turbo and now a very distinctive whine from it aswell.
Is tgis a blown turbo? Or a pressure leak ?
