Engine Fault Garage, steering column lock

This is my 1st post so please go easy on me

I bought a 2006 Passat Estate, 2.0l Tdi from auction (uncle is a dealer) on Thursday that is is great condition inside and out, really happy with it, well for the 1st 2 days.

On Saturday outside Halfords I tried to start the car and got the Engine Failure garage warning. Took the key out left the car for a bit while I phoned Manheim auctions to see if i had any cover or come back (apparently not). Put the key in and it started.

When the engine is running the car pulls like a train, really strong and sounds fine.

I have had a VCDS scan done and the following errors have shown up

I know through the forums that the EPG can be done by an indi garage,

Would it be safe to assume fault 02811 - Control Module for Electronic Steering Column Lock (J764) would be the cause for the fault 17978 - Engine Start Blocked by Immobilizer?

And can this be done by an indi garage? I know that I used to have to be done by VW but i haven't been able to find many recent reports on this.
