B6 170tdi wont remap over 193 bhp?

Hi everyone, can someone please help. A few weeks ago i bought a 2006 B6 Passat estate 170 tdi DSG. Anyway i first had a remap where i also had the dpf removed in with the remap, where i had 164bhp at the whhels on the rolling road (193bhp) i then obviously removed the dpf expecting a increase in hp of about 10/15 but they said i could take it back and they would remap it again slightly more aggressively. So it went back on the rolling road before another remap to see the increase with the dpf removed and it didn't increase at all? Which was strange to say the least. So we remapped it again more aggressively as stated, back on the road, and guess what? No change. Stuck at 164 at the wheels? What the hell is happening chaps? I was hoping to get about 220bhp at the fly wheel.
