cooling fan switch

can anyone tell me where the cooling fan switch is on a 2006 2.0 tdi se. I have looked all over the bottom hose but can't find it. The car has two electric fans that come on before the temperature is even to normal. The a/c is switched to econ so shouldn't operate the fans. thanks
