Remote Locking

hi new here, bought a 06 passat last week, only noticed afterwards that when locking the car with the remote i had be very close to the car for it to lock or unlock, so i changed the battery in the remote but still the same, have to pretty much be next to the car for it to work anyone else seen this problem ? also the spare remote starts the car fine but wont operate the central locking at all , is there a way to reprogramme them does snyone know. thanks
