2008 B6 parking brake stuck on?

2008 B6 parking brake stuck on?
Its on the off side rear, park brake locked up, lights flashing on dash and switch. Its recently had new discs, pads and motors, whats the story with these brakes guys? Apparently I need diagnostic equipment to tell the car to release the brake? I can hear the motor working when i press the switch.
