Air Intake Hole

Hi all,
I’ve tried to search for the answer to this but can’t see anything.
I’ve been getting the smell of fumes in the cabin when in town traffic and noticed my air intake pipe has a hole drilled in it. Could this be the cause? And what is the hole there for?
