Temp. in my car is Slightly Over 90oC

Hi All..
I noticed in the past few days,and since the weather is getting warm here..while driving my car around the city,the temp. on the temp. gauge is not (90) sharp as it's used to be,so today I got worried from this,so i opened the hood,to check the cooling fans,and they are not working,not the big one or small one,but win I start the A/C both fans works perfectly.

So what do you think can cause this problem?Anything I can check before I take it to the garage?
