Rust on door pillars

Have recently bought passat tech sport model from a vw dealer through the Das Welt used car programme.I have found rust on the door pillars,seems to be a metal cover of sorts on drivers door frame around the window,is this a commom problem and is it easily fixed.Other problem is drivers door is really stiff to open and close,would be grateful for any advice
