Xenon Headlight Washers - Adjustment?

Hi,
My Dad owns a 2012 GT Passat CC with Xenons. We have found that the washer fluid tank is very small (around 5litres), and it doesn't last long in the winter with the salt on the roads etc.
He finds that the headlight washers skoosh all too frequently for his liking. I know they will will operate the first time the lights are on and then every 5 times after that, But if you are stopping off and the lights or igintion is off then on, they will start the cycle again.
Is there anyway of disabling them within VCDS, or is there even a fuse box layout diagram so that we can remove the fuse?
Any ideas would be great. Also, i know about the legal requirements and what not, so spare me the lecture
