Passat sport DRL Issue

So changed the bulbs in my Passat this morning as the passengers side one had gone basically cutting a long story short it still don't work lamp holder looks ok and so does the wiring to it but when I put a meter to the 2 connections and flicked ignition on I only get 0.6v when it's off there nothing there any ideas thanks in advance
