New headlight fitment

Hi everyone, got to replace my headlights despite polishing them all the time because at last mot i was told and shown that the image is very poor.
My B5 doesn't have front fog light, but other B5 do as you know.
If I buy the headlights with fog lights, can I simply not put the bulb in there?
Would they be ok?
I ask because my local parts shop has 2 genuine vw for cheap (old stock) but they're the ones with fog lights.
