Incurable overboost...CURED!!

Hi guys, I've got an 01 b5.5, avf engine with the dreaded overboost fault. I am at my wit's end and I really hope one of you guys can help.
So far, I have stripped the turbo and cleaned the vanes, replaces the n75, cleaned the intake and egr and checked the vac lines. I can see the actuator moving the arm on the turbo when I test it with vag com but it keeps on throwing this 17695 boost positive deviation code. No cel, no other faults, just overboost then limp mode at high load.
Is there something I've missed? Has anyone actually solved this problem?
I really hope someone can help, because I'm about to lose my poo and take a torch to the thing!
