Front door seal leakage

Ok, looking at the design of the door aperture, the seal etc... How can the water come in and wet the carpet?

You can see the water dribble down into both the front and rear footwell areas...

Now, the door pushes against the seal to make the door frame watertight, but upon inspection you can see a wee amount of water inside the seal...

Is a new seal the only way for me to rectify this?
