CTS lower temperature reading

Now the weather has turned colder I've had a few times in the morning where the engine has taken two or even three starting attempts and then runs roughly (and smokes) until it begins to warm up. It's fine for the rest of the day. I fitted a new thermostat and CTS in the summer. My first though was perhaps a heater plug failing but I checked the coolant temperature each time off the Climatronic and it never drops below 4 degrees, despite there being a frost and the air temperature down to minus three.

Before investigating the heater circuit more in-depth, can anyone tell me if the CTS does actually report a lower temperature than 4 degrees?
