AC Compressor on? or off?

Is the AC compressor on a 2002 B5 1.9tdi with Climatronic permanently on ? Or does it cycle on/off during its normal function ?
I've been searching high an low for an answer to this simple question and could only find one answer that said it was permanently 'on' ! The reason given for this was that it's a variable displacement compressor - which I think means that although it looks as though it's permanently on, it will only compress so much before an internal valve opens to release pressure to the high side ?
If it is permanently on, then why it is fitted with an electric clutch that could cycle it on/off ? Is this purely to enable the 'Auto' and 'Econ' function on the climatronic ?
