How much movement should the vnt lever have?

I'm giving the turbo a good soak overnight using Mr. Muscle, however I've never looked at the vnt lever movement before. So I checked mine and it does move, I'd say about 1cm in total.

I know it's under vacuum, but should it move more? I'm agitating it to help the Mr. Muscle so its thing.
