Passat windscreen keeps getting a scum inside

Hi all my 2003 Passat has started to put a scum on to the windscreen and the door Windows. I clean it off with glass cleaner but it keeps coming back,very annoying plus when I turn on the fan it doesn't smell good thanks for now.
