key fobs 1999 passat

1999 afn engine passat ==remote not working but key locks manualy and starts engine
replaced battery no joy .
does remote need reprogramming or something on this passat
i have some old keys from previous passats also ,, can they be reprogrammed for this newer passat they are the same type 2 button blade type
