Coolant Temperature Conundrum!

Long story short, I bought my car with an engine warning light and codes for CTS, CTS was replaced, I fitted a new radiator in the process, codes were cleared and never returned.... however we're still not running at the correct temperature :???:

After an hour and half's motorway run this afternoon covering a spirited 75 miles as a test, the temperature showing on the dash was around 75, via the climatronic diagnostic (Channel 45) it never managed to get over 65!

At this stage my usual response would be thermostat stuck open, but here's where the plot thickens, the top radiator hose is red hot, bottom radiator hose is stone cold, to me this indicates the thermostat hasn't opened at all and perhaps my new (Febi) CTS is reporting the wrong temperature?

Am I getting my wires crossed or barking up the wrong tree here?
