Running cold, won't reach optimal temp.

My 1.9tdi 130 has been running cold now for about 2 years and fuel economy has dropped off. Even in mid summer it'll struggle to reach 90 unless climbing a fairly steep hill but will then drop as soon as I hit the flat. Power has been down, idles a tad rough from cold but smooth once warmed up. From what I've read, thermostat is likely the issue, but my mechanic neighbor seems to think it might be a failing injector. Could a dodgy injector potentially prevent the engine from reaching operational temp?
