Should cooling fan run on start up with a cold engine?

Should cooling fan run on start up with a cold engine?

I have noticed that the cooling fan on our 1999 1.9tdi starts running as soon as the engine is fired up? Is this normal or is there a problem. Engine gets up to temperature fine? The coolant temperature sender, thermostat and coolant have been all replaced recently.

Any thoughts?
