Fog light

I was replacing a blown side light on my 1999 B5 1.8 and decided to check the rest - and found a bulb missing on the nearside cluster. I installed a bulb and it worked as a foglight. However, the cluster would not go back in - due to the hole being too small for the bulb behind the lens! I had to remove the bulb and refit the cluster thus only having an offside rear fog lamp - is this normal? Thanks.
