Boot lock mechanism problem

Can anyone help please? I'm thinking motor for the boot lock is jammed. When the boot is closed it is not latching so is basically still open. I've had the cover off inside the boot. When I take the catch off the boot lid the cable releases the catch when I put it back on and tighten up the 2 10mm nuts the cable pulls the catch back up at the last bit of tighten so I'm concluding the cable isn't releasing fully. Hope all makes sense and sounds a bit familiar to someone and you can tell me maybe a common fault that causes this?! Fingers crossed
