Won't idle when cold and lack of power 1.8 non turbo 1998

Hello everyone one
I have a b5 I think 1.8 petrol non turbo
I have two problems
One is she won't idle when cold I.e auto choke ain't working or the idle control valve is fecked when she is warm she idles lovely has any one know where the location of the icv and what it looks like I did look at the back of the rocker cover and there is something there looking like one I removed the three bolt and wiring connecter but it won't move and don't want to go full crowbar on it
And the second problem is she flat as a wet fart going through the gears help please ta gav
