Spongy brakes

Hi all my brake pedal feels a bit spongy,though when I put the anchors out it does stop,and everything seems to work. Ive changed the fluid as the old fluid was black and that has made a difference but still feels a bit spongy if that makes sense.
Ive checked the discs they seemed to be a bit glazed and there are some very faint what I can describe rippling,ie not flat but its slight.
Don't know when they were last changed? If I changed them would they make a differencealong with some new pads(though they are about half worn).
If I were to change them all what are the recommended makes,dont want to spend stupid money but want something that works. Also have noticed when the car has stood still for a few days and it has rained the discs look like they have gone rusty? Is this normal or signs of discs need replacing.
Hope someone can point me in the right direction
