Turbo repair or replace??? What would you do?

Right, for the last few months iv been hearing a whine from my turbo when I'm accelerating, like a turbo spooling sound but I can't remember if it always been there. 
But the begin of this week the sound has gone and the car seems fine.
I'm having non of the problems that iv read online about turbo failing but I think this maybe the reason for my high oil consumption.
Iv been looking online got reconditioned turbos but I have also seen Turbocharger Cartridge (Chra)
Hope this makes sense
Anyone have experience with the Cartridge (Chra) replacement and what would you pick?
