Power steering issues...

I bought my Passat about a month ago now, and whilst the power steering is okay most of the time, it very occasionally goes heavy as hell, especially noticeable at slow speeds (really heavy in reverse).
The car had a new PAS pump fitted just before I bought it, and I assumed they had either used the wrong fluid or not bled the system properly, so I drained it off, refilled it with the proper VAG stuff & bled it. It's no better.
It's bad after a run (i.e. when it's hot)... but it's not leaking fluid (the fluid level isn't dropping).
The serpentine belt isn't slipping - at least I can't hear it slipping
