1.8t holding back - HELP with vagcom logs

help guys 
problem i have is that i have no acceleration when at "wot". the car is boosting to the requested 18psi in the manifold but has no power? i have fitted a forge unos mbc, and set that up to hold 18psi, and the boost gauge is reading steady.
it seems to pull normal under partial throttle, but then i have another problem.... on partial throttle it seems the dv is opening at exactly 10 in/hg and closes again at around 5 in/hg. why would it do this? i hear a loud hissing noise??
i have bypassed the n249, so i have the dv straight off the manifold. and the n75 is still plugged in, but bypassed!
any ideas guys??
