B5.5 rough starting and low on power

Hi,

I haven been on in a while as I lost some interest after £1500 worth Rolf repairs in a 2month period.

But even since then. The car isn't 100%.

Feels rough starting when cold and if you try revving as soon as it starts there is no response (you need to give her a few seconds before revving)
MPG has dropped from around 38MPG to about 27MPG
When moving off from a junction/lights/etc she needs a little more RPM to get her moving

This has come up since all the engine work was completed - replaced cam shaft, buckets, water pump. Also replaced clutch and flywheel. Confirmed with mechanic the timing can't be off. Heater plugs were also replaced.

Any ideas would be greatly appreciated...
