Glow plug light only flashes on and off

For a split second whether it be -9 or +14 degrees C checked wiring to plugs its all fine feed is poor, does the coolant temp sensor regulate the warm up time thus making the light stay on for 10 seconds or anytime ambient temp is low.... also where is the temp sensor if it does regulate the plugs.. Cheers!
