Front Bumper Removal

Need to take bumper off to fit new headlights.
Tried on Sunday but hit a problem!
Undid everything and got to the stage of pulling it off, but no chance! Wouldnt budge a millimetre!
Looks /feels as if its held on at the sides. I pulled out or rather released all clips I could see but still nothing.
Can see a metal plate that looks as if its bolted to underside of wing but dont know if its that thats holding it!
Help!
