Overboost when temp below 90degrees, then fine!

I think im right in saying that after replacing my turbo around 10 weeks ago it will overboost until the temp gauge reaches exactly 90 degrees.

Does anyone know why the temp would effect this? Its a brand new turbo and so shouldnt be clogged up vanes or anything. Vacum pipes, EGR valve, N75 ( or whatever it is) or something?

Im stummped and no fault codes showing up?
