Front Brake pad woes

With my brake warning light on, i just tried to changed my front pads, with little success...

Only starting on the passenger side, but with the caliper off, i'm struggling to get the piston to move at all.
Bad news, is that that seal around the piston was perished, so i am wondering if i should just stump up the money for new calipers? I presume this would be an MOT failure..also I've not got a wind back tool (yet), but there was no movement inwards with leverage against the caliper itself.
So, how easily do these calipers move, ie is is knackered/will it move without a windback tool?
and if so can anyone recommend a decent brand. Thanks,
