fuel consumption figures on a run

Hi all new to the site as I purchased an 04 passat waggon tdi highline at the weekend. My pervious car was an octavia mk1 tdi 90. Which would return me 50+ driving steady on a run but on the way to work this evening I struggled to make 50 mpg on a flat dual carriageway. Is this normal or should be higher figures? I was traveling at a steady speed of 70 or less.
