Folding mirrors

hi folks,
my first posting .have searched the site but can't find the answer.
how do the mirrors fold electrically ? switch in fold position but nothing happens when car locked.
year 2000 B5 1.8t. all fuses seem fine. heated mirrors not working but they do move in directions .
just got the car and all seems great.
