b5 turbo problems

hi all,

i have just got my first b5 tdi, all was good untill about a month ago has a squeeling from the turbo. checked it out and the seals had gone, got a secondhand torbo unit from exact engine type (ATJ) the turbo looked in good condition no play in the turbine, no grinding when i turned it on the bearings everything seamed fine. i have fitted the turbo and replaced the gaskets and oil pipe and breather. i then took the car for a drive and no power at all its asif the turbo is not working, strugles to get to 60 and is flat out down hill with a tale wind at 80. all i can think of is a stuck waste gate. can any one help shed some light? not very experienced with vw's yet!
