B5.5 tdi brake issue

Afternoon all

Seem to have a low speed braking issue. If I'm slowing down sub 20 mph just as the car comes to a halt the brakes start to scrub and judder almost as if there loosing bite ,

Now I assumed this was down to worn pads n discs , had a brake check done and both rear calipers were seized ,

So for peace of mind the cars had x2 rear calipers - new pads n discs all round ,

It's not quite as firm on the pedal as it has been previously

Yet it's still got this low speed issue ??

Is it air in the system ??

Rears were bled twice fronts just pushed back ...

Any help appriceated ???
