B4 1.9TDI 81kw afn unburned diesel smoke

I have vw passat b4 81kw afn When i set rpm from2500 to 3000rpm the car smokes unburned diesel very much. There's no difference if the engine is hot or cold, it still exhausts smoke from 2500rpm to 3000rpm. Poor performance isn't what it should be. According to the diagnostics, everything is fine. timing is ideal with vag com. The engine isn't using any oil. Since I do diagnostics myself I already found 4 cars with this problem in my country and noone knows what to do.
