Radiator fan not working

Hi I am a Newbe!
While fitting a headlamp on my Passat. A pair of pliers slipped into the Radiator fan it made a clunking noise. It doesn't turn now. This is the smaller of the two fans. I am not sure if it has only blown a fuse. The Impellar turns ok by hand. Or does it only kick into operation when the engine is heated to a certain temperature?
Any hel would be grateful.
