Anyone Clued Up On Import Duty/Tax?

OK got an item sent from USA, Pennsylvania Cost $22.95 Free Shipping.
Now from the way I read it over £18 they add tax/duty.
So this is smack on border line for charging.
How the fork do Royal Mail justify £11.95 tax/duty ?
If it makes any difference it was a bracket to center the tripod mount on my Lumix FZ300.
