Average Speed Cameras

So, here is something I was wondering about as I was crawling through the new 50mph average speed checks on the M6 in Birmingham and watching a lot of traffic flying through them doing at least 80... is there something we should know about the average speed cameras? do they act as a deterrent, as opposed to an actual enforcement device? or is there just a lot of people who think the more points - the better??
