Is it possible to overspool the turbo?

The reason I'm asking is because recently I've noticed that if I drive a little spirited on national speed limit roads, ie. accelerate to 4k through the gears, when I reach 60mph in third the car seems to stop pulling and then it feels like it's lost the turbo after that (no pull).
If I stop, turn engine off and restart it's back to normal.
There's no smoke from exhaust etc. Car is remapped to approx 175 and has the usual egr delete etc.
So am I overspooling the turbo, if I am why is this happening?
