New car for first time driver

Hi
Need to find a car for sister in law and she wants something small, I know insurance going to be step on anything but she is over 30 if that makes still any difference, what can you recommend, I think due to insurance cost and she wants to pay in full there should be about 1k maybe bit more give or take couple hundred for car.
