Is there a service for sending my ECU to for decoding immobiliser?

I've stripped my old car, and want to put the remapped ECU into my new one. But the immobiliser and egr need decoding/de activating. Old car 02 new one 04
Can this be done if it's sent to someone, or does it have to be in the car?
