Auto headlights not operating correctly

Auto Headlights Not Working Properly.
I really hope someone can help/advise. I have auto headlights which switch on and off, just not at the right time.
For example the main beam will stay on when a car is approaching whilst dipped beam will stay on even when there are no other cars in the area.
VW technicians can't find a solution. Has anyone had this? Is there anything I can do?
