detailing wheels

Hi,
wondering if anyone can give soe advice on the following:

Got a 2000 tdi sport and the wheels are a bit scruffy (standard sport ones that are a pain to clean).
Apart from the ingrained bits there are some corrosion bubbles here and there.
Anyone know if it's possible to sand, prep and paint these (2pk etc) or is it a case for a pro wheel refinisher only?
