Mk3 Golf crazy electrics

My brother bought a mk3 golf GTI and the electrics are a bit crazy.
For some reason the windows won't open soon after the car is started but work after it's been running for a while, also when opening it on the fob (cobra alarm) the windows open slightly everytime without fail.
Any ideas where to start looking to sort this out?
