Yes very much so, the system is sealed and holds high pressure, how you thought you'd push the fluid back without allow the air to escape I'm not sure but removing the cap is a must, or undoing the bleed nipple.

Clean the area, cover it with masking tape and draw your cut on it then carefully cut just inside the line, you can the trim it perfectly to size with a more gentle tool to leave a neat finish

Belts sound safe option as you can see it! The chain is hidden but the tensioners or whatever they are called that the chain is connected to probably needs checking! They are not bad, however your issue could lie with either the water pump or thermostat, both require the cambelt to be removed, so a new belt as well is on the list. It's a bit of a pain on the 2.5v6 but not overly difficult, the mechanics are talking the job up, be weary of a ridiculous quote for ...

If you put MK3 golf stuff alongside b3 you will find its shorter, so a 40mm drop will be much more on the Passat

More importantly expect R - line and top end models to look like that, the lower 'standard' specs will be Higher, have smaller wheels and less body 'styling' without doubt.
