'Fraid so. Unless they use projector headlamp housings, all HID kits retro-fitted are not road-legal.

My advice would be to fit the aluminium alloy callipers from a Mk 4 golf. They are cheaper, lighter & the hand-brake mechanism is contained within a rubber shroud, which helps loads against seizing. They'll fit the calliper carrier with no modification but only if your rear brake discs are 239mm...

B4's are notorious for having poor headlights, due to the length of the live cable from the switch to the headlights. Mk2 & Mk3 golfs aren't much better. Using relays to provide power directly off the battery is the best solution & all the kit can be bought from places such as "Vehicle ...

The VR has an et of 40, running 205/50/15 tyres. You'll be fine with a 45et. Enjoy the better handling!

My B4 (1994) manual lists the towing weights (Kg) for engine output as follows: Engine output / Non-braked trailer / Braked Trailer 55kW & 66kW / 600 / 1200 85kW & 110kW / 650 / 1500 85kW synchro & 128kW / 700 / 1500 Max trailer drawbar weight is 85Kg. That help?

Use some dish-washing liquid around any joins- bubbles will show any small leaks you can't hear or feel!
Also, check where the hoses go into the doors (rubber bellows cover), to see if they've been kinked & maybe torn.

Definitely sounds like the pump is trying to pressure-up to lock the doors. The compressor has a pressure-limit switch, which shuts it off when it reaches a certain pressure (ie all doors locked). Any chance it could be the earth on the starter motor (external braided cable) which runs back to the solenoid?
I had this corrode on mine. Relays engaged but no spin on the starter.
When I wiggled it, it parted. I removed it & soldered a heavy gauge cable in- all good.
